There is no democracy without citizenship, just as there is no democracy and citizenship without human rights. One requires the presence of the other. The absence of democracy enables the emergence of authoritarian governments.

Governments that are above the rule of law, that exercise power arbitrarily against society, not respecting the will of the people, are authoritarian governments.

Therefore, they are governments whose legitimacy is not in the law, but in the dominion that certain social groups exercise when they take, by force, through a coup or revolution, the power of the State.
